What is the legislation for non-combustible materials on external balconies and how does it apply to my development?
The legislation in England has classified that balconies become a ‘specified attachment’ to the external wall. Each component of the balcony (and wall) must consist of non-combustible components, defined as those achieving A1 or A2 - s1 d0 rating against the European Standard BS EN13501-1. Certain specific components are exempted from achieving Class A1 or A2, these are to smaller components to a build which include gaskets, membranes, spacers and fixings.
Any projects previously given the notice of approval by building control and those started before the 28th February 2019 are exempt, as well as commercial properties including hotels. In Wales the legislation is similar, though buildings started before 13th January 2020 are exempt. In Scotland, legislation regarding the use of non-combustible materials applies to all buildings over 11 m in height. In Northern Ireland there is currently no legislation beyond the Part B regulations, however we have found Building Control and insurance companies are generally following the English legislation as a guideline.
Where can I use non-combustible flooring systems?
With industry leading expertise in external flooring, EnviroBuild have specified non-combustible systems to work in almost all types of build, which can be used in plug on, inset or recess balconies, as well as large terrace areas. The systems have been designed to work in areas of minimal clearance, with the aluminium decking just 21 mm in depth, joists as low as 20 mm and pedestals as low as 25 mm ranging up to 600 mm and beyond if required. They can also account for drainage slopes with innovative slope correction solutions. The materials used have been designed for a long working life all backed up with comprehensive warranties, plus being engineered to the highest standards of safety.
How fire resistant are the flooring systems?
All of the individual components specified meet at least Class A2 - s1 d0 rating against the European Standard BS EN13501-1, tested by World leading testing organisations. The porcelain automatically qualifies as Class A1. The only untested items are those given specific exemptions under the legislation

What is the life expectancy of the balcony flooring?
All non-combustible components and systems are designed with >60 year life span. This is backed up with long working limited warranties on all products; 30 year structural warranty on Hyperion aluminium decking, 20 year warranty on MESA Support systems and 10 year structural warranty on Porcelain paving.
What are the benefits of porcelain paving?
• Porcelain paving tiles are scratch, stain and abrasion resistant.
• Very low moisture absorption, making them highly durable as there is minimal freeze-thaw damage from frost.
• The textured porcelain given a very good slip rating even when wet (when tested to BS EN 14231).
• The thickness of porcelain paving gives the option for the slabs to be 'dry installed' onto support pedestals rather than needing an adhesive base.
• Porcelain paving looks remarkably like natural stone, giving you a highly sophisticated look.
• Porcelain paving is 'vitrified', something which happens under intense heating in the manufacturing process. This causes the slabs to be very dense, strong and hard-wearing.
Do the surfaces fade?
Porcelain tiles resist colour fade caused by UV. This is because the colour becomes 'locked' into the porcelain when the material is heated at very high temperatures in the manufacturing process.
What sizes and colours does Italian Porcelain Paving come in?
There are 4 types of porcelain paving we stock, Arboreo, Ceres, Luna and Ergo:
• Arboreo slabs have a profile of 1195 x 397 mm and come with detailed wood patterns: Willow, Birch, Chestnut, Ash and Maple.
• Ceres slabs have a profile of 595 x 595 mm and come in a slate-like texture: Umber, Pebble, Basalt and Slate colours are available.
• Luna slabs are available with a profile of either 800 x 800 mm or 595 x 595 mm. They come in a flecked stone pattern, with either Graphite, Silver, Flint or Limestone to choose from.
• Ergo paving slabs come with a smooth concrete effect, with dimensions of either 800 x 800 mm or 595 x 595 mm. With Ergo paving slabs there's a colour choice of Ammonite, Sand or Iron.
How slip resistant is Italian Porcelain Paving?
Italian Porcelain Paving has been tested in accordance with BS EN 14231 and is certified low-slip potential. Since porcelain paving is incredibly water resistant, slipping on the tiles is unlikely.
What is the warranty?
We offer a 10 year structural warranty.
How quick is it to install?
• Paving gaskets make this installation very quick and simple, providing a way to uniformly separate paving slabs.
• Paving edge bars can be placed onto 2-tab paving gaskets and make it very easy to install perimeters uniformly and quickly.
How easy is it to keep Italian Porcelain Paving clean?
Porcelain paving has an incredibly low porosity level, meaning staining and dirt build-up is never an issue. This also means sealer is not needed. The slabs can be easily washed with warm soapy water in order to remove any debris and organic matter.
What are the benefits of MESA support?
• Steel cradles are simple to install due to their 'twist to adjust' feature. This also means installing on uneven or sloping surfaces requires minimal effort.
• Protective rubber membranes allow for the protection of roofing membranes.
• Our aluminium joists are non-combustible as well as fully recyclable.
• Gaskets can be added to MESA Support pedestals to allow for quick uniform positioning and spacing of paving slabs.
